R'sum (must be uploaded) outlining educational background, professional experience, awards, honors, and publications.
Three (3) letters of recommendation (must be uploaded by references). You will be providing the names and contact information for your references in the online application. Official GRE Scores (sent to Penn State by ETS) (verbal, quantitative, and analytical writing) from the Graduate Record Examination General Test (GRE). Submit scores to Institution Code 2660. Order these early they can take up to a month to reach us. Note: GRE scores are optional for applications for fall 2023 semester. The minimum acceptable score for the TOEFL is 600 for the paper-based test, 250 for the computer-based test, or a total score of 80 with a 19 on the speaking section for the Internet-based test (iBT). Applicants with iBT speaking scores between 17 and 18 may be considered for provisional admission, which requires an institutional test of English proficiency upon first enrollment and, if necessary, remedial course work. The minimum composite score for the IELTS is 6.5.

博士生的目标是建立自己的研究者声誉，在实验室和/或分析技术方面拥有广泛的支持基础，并具有在会议和推荐期刊上发表原创研究成果的经验。电气工程系欢迎拥有电气工程以及相关工程和科学学科的学士或硕士学位的高素质学生。作为该计划的一部分，学生将获得BS学位以外的39个技术课程学分和两个口语学分。EE毕业生手册中提供了更多详细信息。
Research in security and privacy focuses on the modeling, measurement, and formal analysis of security in computing environments. Specific areas of current activity on the security of operating systems, wired and wireless networks, mobile systems (WiFi, sensor, and cellular networks), adversarial machine learning, applications of security in programming languages, hardware security, and the science of security. The doctoral student's goal will be to establish his/her reputation as a researcher with a broad supporting base in laboratory and/or analytical techniques, and with experience in presenting original research results at conferences and in refereed journals. The Department of Electrical Engineering welcomes highly qualified students with B.S. or M.S. degrees in electrical engineering, as well as in related engineering and science disciplines. As part of the program, the student will complete 39 technical course credits and two colloquium credits beyond the B.S. degree.

每122位本科毕业的美国人中就有1个是PSU的校友1855年建校的宾州州立大学目前已经有了24个校区，University Park是其中的旗舰校区，也是规模最大的校区，容纳学生45000余人。距离宾州州府Harrisburg仅仅17英里的地理位置优势让University Park成为最受欢迎的PSU校区，同时也成为了录取率最低的校区。Party School的称号在PSU身上由来已久，但同时，每年专程跑到PSU校内面试应届毕业生的公司和政府部门超过1000个，这里的学术水准绝对不是盖的。美国每50个工程师中，就有1人是PSU的毕业生PSU的理工课尤其是工程学专业非常知名。实际上从1988年开始，PSU从工业界拿到的学术研究资金总额一直排名美国所有大学的前两位，仅次于麻省理工。很多工业界企业干脆直接将产品研发放在PSU进行。另外，地球与矿产科学学院在美国同类学院中排名第6，其中的地理专业全美第一，地质专业全美第三，均属世界一流学科项目。理论性大众传媒专业同样排名全美第一，与哥伦比亚大学的应用型大众传媒并驾齐驱。 Penn State-University Park的申请竞争相当激烈。申请材料中主观性的PS与简历部分属于非要求项。实际上，每年，单纯从成绩角度做出的录取决定占总录取人数的2/3。所以，想去PSU，得先保证有一个靠谱的标准化成绩。
