You’ll need to meet some admissions requirements:
A minimum undergraduate GPA of 2.50 (this requirement will be waived for applicants who have previously earned degrees above the baccalaureate level from accredited institutions)
For non-native English speakers, minimum TOEFL scores of 550 (paper-based exam), 213 (computer-based exam), and 79 (internet-based exam) are required. TOEFL exam must be completed no more than two years prior to the application submission for the program. (Graduates of English-speaking universities will have TOEFL requirements waived)
You’ll also need current standardized test scores (this requirement will be waived for applicants who have previously earned degrees above the baccalaureate level from accredited institutions)
We accept GRE, GMAT, or MAT scores from exams completed no more than five years prior to application.
Recommended minimum scores are: GRE, combined 800 on Verbal and Quantitative, or 286 on current combined score, GMAT, 500, and MAT, 392.

A personal statement, describing your interest in the program and goals
Official transcripts from all undergraduate and graduate schools from which you have received credit. Printouts or opened copies are not acceptable.
(MELAB) Michigan English Language Assessment Battery minimum score of 82 for graduate study.
Successful completion of the advanced level of INTO Marshall Academic English level 6 with no grades below B.
Successful completion of INTO Marshall Pathway course ENG 160 or ENG 101A with minimum grade C.
Diploma or degree from an English speaking school – a degree or diploma from an accepted accredited college or university in which the primary language of instruction for the entire institution is English.
You have graduated from a regionally accredited college or university in the United States.

Students destined for careers in city management, urban planning, or economic development may want to pursue this concentration concerned with urban government. The mission of the Master's Degree in Public Administration at Marshall University is to prepare graduate students to competently lead and manage government and non-profit agencies. Our interdisciplinary curriculum strengthens students' capacity for understanding the socioeconomic environments and geopolitical dimensions in which governments and non-profits work to meet societal needs, emphasizing the value of ethics, transparency and professional service in public administration. The MPA includes courses in the Departments of Political Science, Management, Marketing and MIS, Psychology, Geography, Sociology and Anthropology, and Leadership Studies. The degree program also offers 3 areas of specialization:General Administration Policy, Non-Profit Management and Urban Governance. The MPA will provide graduate training in academic, research and service to prepare students for leadership positions in public service, both in the non-profit and public sectors. The graduate curriculum consists of a 36 semester credit-hour requirement including a core of courses required by all students and a specialty concentration. The core consists of 18 semester credit-hours designed to train students to lead agencies in areas of budgetary development and management, data collection and analysis, personnel training, and policy development and implementation. All students are required to complete a six credit-hour practicum in their specialty area and to submit a portfolio for review at the end of the practicum.
