The Graduate School has a minimum TOEFL score of 80, but certain academic programs may require a higher score. The IELTS minimum is a total score of 6.5 for students wishing to study at UMBC. International applicants are required to provide an official English language transcript and a native language transcript from each post-secondary institution attended. Each set of documents must list subjects studied, grades or marks received and rank in class or division. The Graduate School recommends applicants have at least a 3.0 GPA or ''B'' average when applying.

The Department of Computer Science and Electrical Engineering offers a graduate program leading to the M.S. and Ph.D. degrees in Electrical Engineering. The diversity of course offerings and research interests within the department and interactions with the medical and dental schools at UMB, the mathematics and physics departments at UMBC and the electrical engineering department at University of Maryland, College Park, encompass a broad spectrum of interdisciplinary or strictly electrical engineering instruction and research topics.
