To be eligible, an applicant must hold or expect to hold prior to matriculation a bachelor's degree from a regionally accredited U.S. college or university, or an equivalent degree from a recognized non-U.S. institution of higher education. At minimum, the applicant needs to demonstrate above average academic performance (B average, usually a 3.0 on a 1.0-4.0 scale) for undergraduate course work and for any post-baccalaureate or graduate course work.
All international applicants are required to submit one transcript or academic record from each institution of higher education attended, including any study abroad or exchange programs, summer programs, and non-degree work and extension programs. Applicants may submit unofficial copies of transcripts while applying for admission. However, admitted students are required to submit official transcripts in order to enroll at UHM.
Official transcripts or academic records must be sent to Graduate Division Student Services directly from the issuing institution(s), or in sealed institutional envelopes if submitted with the application. Non-English transcripts or academic records must be issued in the original language and be accompanied by English translations. English translations must be exact word for word translations of the original document.
Translations issued by the institution must bear the official seal or stamp of the institution and be attached to the official transcript or academic record. Translations by professional translators must bear the translator's original signature and be accompanied by a copy of the original language documents. Transcripts or academic records must indicate all dates of attendance, course titles, credits or hours, and grades received. If any course title is not descriptive in terms of content, attach a course syllabus to the transcript or academic record.

The Department is located both in Holmes Hall, an engineering building that contains modern laboratories, classrooms and shops, and in the Post Building, a recently completed facility. Facilities available to graduate students include: a bioelectricity/bioengineering laboratory, a computer laboratory, a microcomputer design laboratory, a control laboratory, a microwave laboratory, a solid state device processing laboratory, and the University Computing Center. In addition, solar and radio observatories on Haleakala, Maui, and on Mauna Kea, Hawaiʻi, the extensive facilities of the Hawaiʻi Institute of Geophysics, and the oceanographic facilities of the Look Laboratory are available.The main campus of the University of Hawaiʻi is located in the Mānoa Valley of Honolulu, a cosmopolitan and modern city in Hawaiʻi. Honolulu's racial blend, pleasant climate and natural beauty offer students many excellent cultural and recreational opportunities. The University of Hawaiʻi conducts a wide variety of programs in education, research and service for the state, the nation and the world community. It operates teaching and research facilities at more than 50 locations throughout the Hawaiʻian Islands and also participates in international service and research activities among the Pacific Basin and Asian countries. The University includes, in addition to the Mānoa Campus in Honolulu, two other four-year campuses on the islands of Oahu and Hawaiʻi, four Community Colleges in Oahu, and one Community College each on Maui, Hawaiʻi, and Kauai. The University of Hawaiʻi offers course work leading to the bachelor's degree in 123 fields. The Office of Graduate Education offers work leading to the master's degree in 93 fields and to the doctorate in 52 fields. There are around 20,000 students on the Mānoa Campus. The Center for Cultural and Technical Interchange between East and West, Inc., a project of the Federal government in association with the University of Hawaiʻi, is located on the Honolulu campus, offering many opportunities for cross-cultural understanding among individuals outside of the classrooms. The Thomas Hale Hamilton Library houses over 3,000,000 volumes arranged in open-stack fashion. The graduate library extension provides space for 955 readers and houses the main book and periodical collections of the University. In addition, the university library also has many electronic subscriptions of key journals and publications, e.g., IEEE Explore digital library, which includes most recent IEEE journals and conference proceedings.
