An official transcript of all collegiate work completed along with a certified translation into English.
An undergraduate grade point average of 3.000 (A = 4.000) is required by CSU regulation for admission.
Minimum TOEFL score for admission without condition is 550 (paper based), or 80 (internet based).
Minimum IELTS score for admission without condition is 6.5.

Statement of Purpose: There are several required short answer questions under the supplemental material section of the application. The questions are required and have a word limit. Applications without responses to the short answer questions, will not be considered.

No conditional admissions are accepted for TOEFL/IELTS or GRE's for M.S. and Ph.D. applicants. All documents are required for application.
Admission
Those seeking advanced degrees may be recommended for admission to the Graduate School by the department to which the application is submitted if faculty and facilities are available and if all the applicant's undergraduate grades average 3.0 or higher (A = 4.0). International applicants must rank among the top students in their classes. For strongest admission consideration, applicants should have a 3.25 GPA or higher on a scale of A = 4.0.

The Department of Civil and Environmental Engineering at CSU is internationally recognized for our research, education, and outreach focused on providing sustainable and resilient solutions to improve the quality of life for all society. The doctor of philosophy (Ph.D.) degree program has two components: (1) the course work component, and (2) the research component. The course work component requires a qualifying examination early in the Ph.D. program and not less than 60 semester credits of course work (beyond the bachelor's degree) approved by the student's committee. After successfully completing the qualifying exam, the student may concentrate on the remaining course work and the research planning leading to the preliminary examination, the doctoral research, dissertation preparation, and the final defense.
