The following admission requirements apply to students who have not completed any college-level course work after completing secondary school.
Minimum cumulative GPA of 2.75 or higher
Completion of 30 semester hours of college-level course work
A composite ACT* score of 20 or higher OR
Demonstrate proficiency in writing by earning a grade of B- or higher in a college-level English course or an English and Reading ACT* sub- score of 18 (or higher)
Demonstrate proficiency in mathematics by earning a grade of B- or higher in a college-level mathematics course or a mathematics ACT* sub-score of 18 (or higher)
Complete an intake appointment with an advisor in the Education Student Services Center (Julka Hall 170, 216-687-4625)
Valid BCI/FBI background check
This service is provided by the Education Student Service Center (Julka Hall 170)
Candidates will be required to pay for and complete three or more BCI/FBI fingerprinting checks during the course of their program
Candidates with criminal records considered by the Ohio Department of Education to be ''absolute bars'' to licensure will be denied acceptance
Can take up to four weeks to get results
Proof of English proficiency.
Students who have attended a US high school or secondary school in another country that follows the US high school curriculum must submit ACT or SAT scores. These students must submit a minimum total ACT score of 16, or a minimum old total SAT score of 770 (before March 1, 2016), or a minimum new total SAT score of 880 (after March 1, 2016). Students who are applying to the Honors College and student athletes must comply with NCAA eligibility requirements. The Honors College has higher requirements, please see the Honors College website for more information.
Official transcripts of academic work and completion certificates from each secondary school and university attended. PHOTOCOPIES ARE NOT ACCEPTABLE. If transcripts are not in English, please include an official/certified English translation of the original documents.
TOEFL iBT (Internet-Based): 78 and at least 17 in each section
TOEFL PBT (Paper-Based): 550
IELTS: 6.0 and at least 5.0 in each section

The Special Education program prepares Special Education teachers to design and deliver effective research-based instruction that results in optimal developmental, life-skills and academic student outcomes. Graduates of our program will passionately advocate for an utilize evidenced-based practices that promote equitable educational experiences for individuals with disabilities. We embrace practices that rely on data-based decision-making informed by observable and measurable children and student performance. We prepare special education teachers to work collaborate with the community, other professionals, and parents to facilitate an enhanced quality of life as an inclusive member of society. The program includes participation in a strengthened curriculum with more than 700 hours of clinical experience - similar to the preparation used in legal and medical professions. Rigorous preparation helps to include the likelihood that students will be hired upon graduation. The programs in Special Education at Cleveland State University are designed to prepare teachers to work with young children and K-12 students who have disabilities. The major is designed to provide coursework in the education of learners with exceptional needs.
